City Wide Design GuidelinesThese proposed 'Design Guidelines' seek to address overlapping design themes found in the City’s Framework Element and 35 Community Plans. They will be implemented on discretionary projects subject to review by the Department of City Planning only. They will not supersede any neighborhood level overlays, zones or design guidelines. They are not mandatory, but findings would be made regarding compliance of all projects facing discretionary review by the Dept. They also provide a concise, standardized evaluation tool for use by developers, decision-makers, and the community (including NCs).
Draft Guidelines:
May 2010: The Department of City Planning is reorganizing. Linked below is a report detailing the upcoming reorganization of the Department of City Planning, prefaced by a letter from the Department Director, Gail Goldberg, to Mayor Villaraigosa, as well as an organizational chart.
Proposed Sidewalk Repair Liability OrdinanceThe Bureau of Street Services, with the assistance of the City Administrative Officer and the City Attorney and in consultation with affected stake-holders such as realtors associations, apartment associations, homeowner groups, and others, has been studying creative solutions to fund sidewalk repair in the City. The resulting recommendations, including a point-of-sale plan for fixing the City's sidewalks whereby property sellers would be assessed the cost of fixing the sidewalks in front of their property, is up for consideration by the City Council's Public Works Committee. Click here to be taken to the City Council File System with all records related to this proposed motion, including the Community Impact Statement submitted by the Coastal San Pedro NC. LA Bike PlanThe City has released a draft of the revised Bicycle Plan for public review and comments. The plan is available in hard copy at the San Pedro Branch Regional Library and online at www.labikeplan.org. A was held for public questions and comments at Peck Park on Thurs, Oct 22, but comments are being accepted through Nov 6 through the project website www.labikeplan.rg, via email to jordann.turner@lacity.org or via mail to City of Los Angeles, Dept of City Planning, Attn Jordann Turner, 200 N. Spring St Room 721 LA 90012. I-110 HOT Lane Demo ProjectThis is a one-year demonstration project being managed by the City Dept of Transportation, and funded by a $210 million grant from the US Dept. of Transportation. The existing HOV lanes on the I-110 will be converted to High Occupancy Toll (HOT) lanes, allowing single passenger vehicles access to the carpool lanes for a toll that adjusts according to the level of congestion, while high-occupancy vehicles will still travel for free. A transponder will likely be required for all users.

Background readings about HOT Lanes: Mansionization & HillsidesThe Baseline Mansionization Ordinance 179883 was adopted May 6, 2008 and became effective as of June 29, 2008. This ordinance, aimed at 'big-box' single-family residential developments and redevelopments that overwhelm existing neighborhoods, applies city-wide to all residential parcels except hillside lots and lots within the Coastal Zone. Click here for a summary of this ordinance by the Planning Department.
The proposed Hillside Area Amendment would amend Section 12.03 of the Municipal Code (LAMC) to revise the current definition of "Hillside Area"襘;(as shown in this parcel-specific, huge file size map),襘;based on the true topography of the parcels. Click here for the Planning Dept Staff Report, which includes a detailed explanation of the slope analysis and proposed changes, as well as how襘;these changes will襘;bring application of the Baseline Mansionization Ordinance into effect for thousands of additional parcels city-wide.襘;襘; Note:襘; Most of the Coastal San Pedro NC area is within the coastal zone, and while the Baseline Mansionization Ordinance does not apply in this zone, the change of hillside area definition does affect parcels in our area, including the coastal zone. Mansionization provisions may also be incorporated in the coastal zone in the future upon revision of the San Pedro Specific Plan.
